Professor Meeks served as an editor of the Columbia Law Review while in law school at Columbia University. Following his graduation, he clerked for Judge Carl McGowan of the United States Court of Appeals for the District of Columbia Circuit. He taught at the University of Iowa Law School from 1964 to 1978 and was also the associate dean. He has been a visiting professor at Northwestern, Kansas, Virginia, and Boston University.

In 1978, he came to The Ohio State University College of Law as Dean, serving in that capacity until 1985, when he returned to full-time teaching and scholarship. Professor Meeks served as Special Assistant to the President of the University - Legal Affairs from 1988 through 1991.

His publications deal with public utilities, antitrust, and torts. Professor Meeks teaches Torts, Antitrust, Public Utilities, and Law and Economics.
