Pennsylvania Hand Recount Concluded

It is being reported this morning that the hand recount in Chester County has been concluded, and unofficial results indicate Democrat Barbara McIlvaine Smith is ahead by 27 votes. A hearing is scheduled this morning to hear challenges to 12 votes, while officials are still attempting to locate 12 missing ballots.
