Issue: Whether SB1014, which requires voters to show a photo identification issued by Missouri or the federal government in order to cast a regular ballot violates the "Hancock Amendment" to the Missouri Constitution, which bars the state from requiring any new or expanded activities by counties and other political subdivisions without full state financing.

Status: Section 115.427 of the Missouri Voter Protection Act, including the Photo ID requirement, declared unconstitutional 9/14/06. Supreme Court of Missouri Affirmed.
