Dylan Borchers
3L Dylan Borchers is the winner of the 2012 K. William Kolbe Writing Competition, sponsored by the American Bar Association Section of Public Utility, Communications and Transportation Law.
His paper, titled “New Opportunities for State-Level Feed-in Tariffs: Using a Revitalized PURPA to Encourage Renewable Energy Development Through State-Level Feed-in Tariffs Without Federal Preemption,” will be published by the section. In addition, he also will receive a cash award and will be flown to Laguna Beach, Calif. this fall to attend the section’s fall council meeting.
